Go to 2 places in the registry to fix.
HKEY_CURRENT_USER/CONTROL PANEL/KEYBOARD and set IntitialKeyboardIndicators to 2
Next and don't forget to do this one below (this was my problem, only did one to begin with)
HKEY_USERSDEFAULT/CONTROLPANEL/KEYBOARD and set IntitialKeyboardIndicators to 2
